A Citizens Inititive for each member state of the EU

The European Citizens Inititive will come into law in 1st April 2012. I would like that the first inititive would be that the European parliment would require member states to initate the process of bringing Citizens Initive legislation into there own laws similar to the governance of Switzerland.
To achive this 7 citizens of seven different EU states would have to come togeather to propose the inititive to the European Parliment. After the proposal is accepted the 7 citizens will have a year to produce 1 million signatures to get it to the judgement stage at whic point the EU parliment will discusss the proposal.
