The South African government and its appointed custodians of our well cared for coastal zones, This inc;ludes the local municipalty officials of coastal municipailities

The Association of Recreational Beach Users (ARBU) is of the opinion that many current coastal management plans violate the tourism industry's economic rights, as well as the environmental rights of recreational beach users in terms of section 24 and section 36 in chapter 2 of the South African Constitution.

The ARBU (Association of Recreational Beach Users) understands that our coastal zones need protection, and that the 4x4 ban as well as other legislation relating to Marine Protected Areas which may be passed is essential in ensuring that our coastal zones are protected in terms of the NEMA (National Environmental Management Act) but would like to take this up and push for a less restrictive, more community orientated approach as is mandated in the ICMA (Integrated Coastal Management Act)

The ARBU would like to use this petition as a mandate to challenge legislation at local municipality level, where all zoning and related matters are discussed in terms of each municipality's LUMS (Land Use Management System) as is mandated in the MSA (Municipal systems act) and enforced in &colon&dash&dash&colon

1) the NEMA (national Environmental Management Act) and
2) the ICMA (Integrated Coastal Management Act) as well as
3) the 4x4 ban legislation
4) MPA (Marine Protected Area) related legislation
5) Coastal management legislation.
