The Lao Government.

Dogs are killed all the time in Laos for human consumption. Pets are stolen from owners and thrown into cramped cages and sold for meat in Laos and for meat in Vietnam. These dogs are transported in cramped, dirty cages and not fed on the way to slaughter. Dogs in small villages have their throats slashed for BBQs.
