Improve the living conditions of prisoners in Brazil

Because the prisoners are human beings like us and therefore there should be not punishment in the first line, but rehabilitation in the prisons.
A solution would be big pressure and international control of the Brazilian authorities.
The prison system in Brazil is an affront of human rights and it is ignorant towards human life.
I am aware of this situation because I belong to the Brazilian police force. But I am not able to change this situation on my own. I need your help and support
