Abdullah Gül, President, Turkey

Among 47 countries which are members of the Council of Europe Turkey is one of the only 2 countries with Azerbaïdjan which do not recognise conscientious objection; and the only one in EU for which Turkey is a candidate and for which it is a criteria of membership; where the state is regularly taken to the European Court of Human Rights (ECHR) for violations of the 9th article of the European Convention of Human Rights. Moreover, the 318th article of the Turkish Penal Code within the framework of the “anti terror struggle” punishes conscientious objectors for 2 years in jail, twice in the case of press statements made made by the conscientious objectors. The only alternative proposed for the binationals is to pay 10,000 € which will be causing an intolerable social divide. Finally, every Turkish female citizen can be mobilized anytime in case of armed conflict. We ask for the repeal of these villainous laws and the establishment of a true culture of peace to end a civil war which made 60,000 dead in the 2 camps in 30 years.
