Ban Ki-moon UN Secretary General, Catherine Ashton High Representative of the Union for Foreign Affairs and Security Policy for the European Union, Surya Subedi UN Special Rapporteur for human rights in Cambodia
The ruling party CPP orchestrated numerous vote frauds during national elections of July 2013

• Intimidating Cambodian voters and denying their voting rights– over 1.2 million names were missing from electoral lists
• Orchestrating and purchasing illegal votes in favour of the ruling party
• Controlling media streams and censoring opposition

The only way to have a Government that represents Cambodia's citizens is to have a trustworthy and independent committee which should include all political parties and ONGs’ representatives under UN supervision, this in order to investigate the numerous allegations of frauds.

As long as such an investigation has not taken place, it is obvious that legal recognition of the Parliament and the Government cannot be validated because the Cambodian Constitution has not been respected for two main reasons :

- human rights, democracy and multi-party fair representation have not been assured;
- since the first new session of Parliament can only be opened with 120 MP and CPP only had 68 MP, the opposition consequently boycotted the session.
