The South African Government
A Fuel Levy on every litre of fuel purchased was introduced to fund road maintenance and new road infrastructure. In the mid 80's the fund was un-ringfenced to make up for shortfalls in the budget.
The Fuel Levy has collected R211 Billion since the 2007 tax year (confirmed by the South African Revenue Service tax statistics). The Gauteng highway upgrades and e-toll project was said to have cost R20 billion. That's only half of the fuel levy collected in one year! So why are e-tolls needed? If the state is already collecting R40 billion a year from the fuel levy, they have more than enough to maintain and improve the country's roads. We demand to know where the money collected from the fuel levy has gone.
