1. Email or call the office of the permanent representatives to European Council who come from your own country (see list, left) – they'll be most likely to listen to you.
2. If you're calling, ask to speak to someone about the climate and energy package, or leave a short message with whoever answers the phone.
3. Use your own language, of course! We suggest you say that you are a citizen of their country (Germany/UK/France/Spain/Poland etc), that you're worried that a collapse of the climate and energy package is very dangerous for our future, and that the European Council needs to vote for the strongest measures possible by Thursday, this week.
4. According to our sources the most important issues to raise are:
*Remaining committed to the 30% conditional EU mid-term emission reduction target. This is a clause that will automatically increase the EU’s 2020 emission reduction target from 20% to 30% if a new global deal is reached. As this increase is conditional upon the signing of a global treaty in Copenhagen next year, this target is a signal to the rest of the world of Europe's ambition and willingness to lead. This is also the target that scientists tell us is necessary to avoid a climate crisis.
*Supporting 100% auctioning of EU Emissions Trading Scheme (ETS) permits to the power sector. The power sector lobbyists claim that emissions trading in Europe will limit their competitive, and they are looking for exemptions. However, the European power sector does not require exemptions because it is not under fierce global competition. The first phase of the EU ETS was severely hindered by grandfathering (the free distribution of permits based on the size of your business). Let's get it right moving forward.
*Limiting the amount of offsets that industries can seek from overseas. If European industries can simply buy their emissions reductions from overseas, they will not need to make the types of domestic transitions required for a low carbon switch. For external credits that are granted, introduce a system of tough environmental and social standards to ensure that any overseas projects are real and measurable. (Part of the problem here is knowing whether or not credits obtained abroad are legitimate, standards should overcome this.
* Finally, invest in a clean-technology future!
