Os resultados do inquérito aplicado pela Agência para os Direitos Fundamentais da União Europeia [FRA, Violence against women survey, 2012] estimam que 3,7 milhões de mulheres na EU foram vítimas de violência sexual em 2011. Para Portugal seriam 41.542 mulheres e raparigas que, em 2011, teriam ter sido vítimas de violência sexual por parceiros e não parceiros.

Nos últimos 14 anos foram registados em Portugal (INE), pelas autoridades policiais, 5.088 crimes de violação, o que corresponde a uma média de 391 violações por ano, 33 violações por mês - isto é, 1 violação por dia.

A violação é internacionalmente reconhecida como uma das formas mais devastadoras de violência baseada no género e um atentado à integridade física, psicológica e sexual de raparigas e de mulheres e uma violação dos seus direitos humanos. A verdade é que esta continua a ser considerada um tabu e permanece envolta em silêncio. A grande maioria dos crimes sexuais contra mulheres não é revelada e a violência sexual continua subestimada (EIGE 2013).

A Convenção do Conselho da Europa para a Prevenção e o Combate à Violência contra as Mulheres e a Violência Doméstica vincula Portugal a disponibilizar apoio às vítimas de violência sexual, nomeadamente a “adotar as medidas legislativas ou outras que se revelem necessárias à criação de centros de crise adequados, de acesso fácil e em número suficiente” (Artigo 25.º).

Exige:

Um Centro Especializado no apoio a Sobreviventes de Violação por cada 200.000 mulheres (requisitos mínimos do CoE); A observância das convenções e tratados internacionais ratificados pelo Estado Português por parte de parlamentares, decisores/as políticos/as e governos que garantam o cabal cumprimento dos direitos humanos das mulheres; A definição de procedimentos de intervenção em casos de violação e de violência sexual contra as mulheres e jovens (raparigas e rapazes), em rede, para que, em tempo útil, de forma integrada e coerente, se protejam as mulheres, jovens e crianças; A responsabilização dos agressores; Formação específica dirigida a profissionais da justiça, forças de segurança, saúde e apoio social centrada no apoio especializado a vítimas e no combate aos estereótipos relativos à violência sexual; A definição e implementação de estratégias , eficazes e sustentáveis, de prevenção dirigida a diferentes grupos (desde campanhas de sensibilização dirigidas ao público em geral, a programas educativos dirigidos a crianças e jovens nas escolas, linhas de orientação para os media, etc.); Um maior conhecimento (estatísticas e estudos) sobre a violência sexual e a violação em Portugal. Só conhecendo se consegue intervir adequadamente.

The survey results of the Agency for Fundamental Rights of the European Union [FRA, Violence against women survey, 2012] estimate that 3.7 million women in the EU were victims of sexual violence in 2011; in Portugal 41,542 women and girls in 2011 were victims of sexual violence by partners and non-partners.

In the last 14 years the Portuguese Police recorded (INE) 5,088 rape crimes, an average of 391 rapes per year, 33 rapes per month - that is, one rape per day.

Rape is internationally recognized as one of the most devastating forms of gender-based violence, an attack to the physical, psychological and sexual integrity of girls and women, and a violation of their human rights. The truth is that this is still considered a taboo and remains shrouded in silence. The vast majority of sexual crimes against women are not revealed and sexual violence continues to be underestimated (EIGE 2013).

The Council of Europe Convention on preventing and combating violence against women and domestic violence obliges Portugal to offer support to victims of sexual violence, namely “take the necessary legislative or other measures to provide for the setting up of appropriate, easily accessible rape crisis or sexual violence referral centres for victims in sufficient numbers” (Article 25).


We demand:

A rape survivors’ specialised center per 200,000 women (minimum standards of the CoE); The compliance with international conventions and treaties ratified by the Portuguese State by the parliamentarians, policy makers, politicians, and the government to ensure the full implementation of women’s human rights; The definition of intervention procedures in cases of rape and sexual violence against women and children (girls and boys) through a network, so that in due time, in an integrated and coherent way, women, youth and children are protected; The accountability of perpetrators; Specific training aimed at legal practitioners, security forces, health and social support focused on specialised support to victims, and combat to stereotypes of sexual violence; The definition and implementation of effective and sustainable prevention strategies targeted at different groups (from awareness raising campaigns aimed at the general public, to educational programs for children and young people in schools, guidelines for the media, etc.); Increased knowledge (statistics and studies) on sexual violence and rape in Portugal. Only by knowing it is possible to intervene appropriately.
